Vladimir Grishin has forty years of experience in the operational management of public health services and medical insurance, the development and implementation of health systems at the federal and regional levels; started from working in the primary healthcare sector, the USSR Ministry of Health and the USSR Supreme Soviet, the Russian Ministry of Finance, the Accounts Chamber of Russia and the Moscow Region, and proceeded to the management of the Federal Obligatory Medical Insurance Fund, where,
as the first director, he led the creation of the national system of obligatory health insurance in Russian Federation and reforming the healthcare system of the Russian Federation.
For 35 years he has been engaged in scientific and expert-analytical activities of state policy in the social sphere, healthcare and compulsory medical insurance; has experience in state audit of budgetary policy, national programs and projects, is a leading expert in the field of systemic analysis and the creation of evidence base for decision-making in the field of public health, as well as revision of the operational structures of organizations involved in the system of medical and drug provision, social and health insurance.
