On November 13, 2023, the second meeting of the International expert academic working group on the development of national evidence bases in healthcare, bioethics and biosafety of the CIS member states was held in Bishkek, Kyrgyz Republic.

Chairman of the International Expert Academic Working Group, Deputy Chairman of the Presidium of the National Academy of Sciences of Belarus, Academician of the National Academy of Sciences of Belarus Alexander Kilchevsky presented the report “Biosafety: Experience of the Republic of Belarus”.

Beksultan Tutkushev, Deputy Chairman of the Commission on the Development of Bioethics Principles and Evidence-Based Medicine of the Expert Council on Healthcare at the IPA CIS, Chairman of the Board of Directors of the National Scientific Cardio-Health Care Center, made proposals on the development of systematized model lawmaking in the field of health care for the member states of the Commonwealth of Independent States on the example of the Code of the Republic of Kazakhstan “On the Health of the people and the healthcare system”.

Galina Ivanova, Chairman of the Union of Rehabilitation Specialists of Russia, Chief Specialist in Medical Rehabilitation of the Ministry of Health of the Russian Federation, Doctor of Medical Sciences, Professor, spoke about the prospects for the development of medical rehabilitation of patients and disabled persons in the CIS member states.

Vitaly Zverev, Head of the section of preventive medicine of the Department of medical Sciences of the Russian Academy of Sciences (RAS), Deputy academician-secretary of the Department of medical sciences of the RAS, academician of the RAS, reported on the problems of interstate cooperation in the field of microbiology, virology and immunology in the CIS member states.

Special attention during the meeting was paid to the implementation of the Interstate Program for Innovative Cooperation of the CIS Member States for the period up to 2030, which was described in his speech by Vitaliy Maltsev, Deputy Head of the International cooperation department of the Russian Academy of Sciences.

Larisa Popovich, Director of the Independent Institute of Social Innovations, Ph.D. in Biology, raised the issue of the need to improve the efficiency of financing of health care systems in the CIS member states.

During the meeting, the issues of formation of national evidence bases in health care, assessment and management of quality of health care delivery in the Commonwealth were discussed, and the draft WHO resolution “Integration and collaboration in the development of guidelines for research to improve public health” was considered.

The meeting was attended by representatives of the CIS national academies of sciences, representatives of the WHO Regional Office for Europe, members of the Expert Council on Healthcare at the IPA CIS, as well as experts of the Commission on the Development of Bioethics Principles and Evidence-Based Medicine of the Expert Council on Healthcare at the IPA CIS.

The Chairman of the International Expert Academic Working Group, Alexandr Kilchevsky made a proposal to appeal to the CIS Executive Committee, IPA CIS and the WHO Regional Office for Europe to include representatives of these organizations in the International Expert Academic Working Group.
