On 07 December, 2023 a meeting of the Expert Council on Healthcare at the IPA CIS took place at the Tavricheskiy palace. The event was attended by MPs, representatives of relevant ministries and agencies of the CIS countries, international organizations and academia.

Chair of the Board, Dean of the Faculty of Dental Medicine and Medical Technologies of St. Petersburg State University, RAS academician Yury Shcherbuk and St. Petersburg Vice-Governor Oleg Ergashev emphasized the importance of public private partnership (PPP) development in the field of health protection in the Commonwealth.

Dean of Law Faculty of St. Petersburg State University of Economics Svetlana Vasilkova spoke about the draft Model Law on Health Protection of Industrial Workers in the CIS Member Nations.

Results on the meeting of the Commission on Development of the Principles of Bioethics and Evidence-Based Medicine of the IPA CIS Expert Advisory Board on Public Health and the International Expert Academic Working Group on Development of National Evidence Base in Public Health, Bioethics and Biosafety of the CIS Member Nations were presented by Deputy Chair of the Commission, Director of the Eurasian Cooperation on Clinical Guidelines and Development of National Health Sergey Savashinsky. The event took place on 13-17 November in Bishkek.

He noted that due to the active work of the Working Group members on the development of national evidence bases in health care, bioethics and biosafety of CIS countries, as well as the participation of representatives of the World Health Organization, it was possible to make significant progress in the actualization of the issue of formation of national evidence bases in health care of the Commonwealth on the example of the current development of the draft Model Law on Medical Supplies in the CIS Member Nations.

Deputy Chair of the Commission Beksultan Tutkushev drew attention to the positive experience of lawmaking in the field of health protection for the CIS countries on the example of the Code of the Republic of Kazakhstan on People’s Health and Health Care System.

Advisor of the Department for Humanitarian Cooperation, General Political and Social Problems of the CIS Executive Committee Elena Shamal informed the participants of the meeting about the results of the 36th meeting of the CIS Healthcare Cooperation Council and the presidency of the Kyrgyz Republic in the CIS.

Director of the Independent Institute of Social Innovations Larisa Popovich spoke about the prospects of PPP development in healthcare of the Russian Federation.

Director of the Center for Regional Economy and Interbudgetary Relations of Financial University under the Government of the Russian Federation Pavel Stroev spoke about the supranational mechanism of offset contract as a new progressive tool of the system of financial support for the realization of PPP.

Member of the IPA CIS Expert Advisory Board on Public Health Dmitry Meshkov made a proposal to improve the WHO draft Resolution on Integration and Collaboration in the Development of Guidelines for Research to Improve Public Health.

Practical implementation of the projects for the CIS Intergovernmental Program of Innovative Cooperation for the period up to 2030 was presented by Head of the International Academic, Technical and Innovative Cooperation of the Commission on Development of the Principles of Bioethics and Evidence-Based Medicine of the IPA CIS Expert Advisory Board on Public Health, Deputy Head of the International Cooperation Department of the Russian Academy of Sciences Vitaly Maltsev.

Deputy Minister of Health of the Sakhalin Oblast Anton Mescheryagin reported on the progress of measures to launch the transboundary Pacific International Medical Cluster in the Sakhalin Oblast by May 2024.

Rector of Vitebsk State Order of Peoples’ Friendship Medical University Alexey Chukanov in his report voiced the prospects of creating scientific and methodological educational centers for clinical research, assessment of health care technologies and quality management of medical care in the CIS countries.

Head of the Committee on the Family of International Classifications of the Commission on Development of the Principles of Bioethics and Evidence-Based Medicine of the IPA CIS Expert Advisory Board on Public Health Sergey Cherkasov shared with the participants information about the directions of the Committee’s activities in 2024.

Chair of the Commission on Development of the Principles of Bioethics and Evidence-Based Medicine of the IPA CIS Expert Advisory Board on Public Health, Deputy of the Head of the Department of Endocrinology of the Belarusian Medical Academy of Postgraduate Education Larisa Danilova raised the need to develop draft guidelines for the formation of patient registers in the CIS countries.

Director of the H.I. Turner National Medical Research Center for Сhildren’s Orthopedics and Trauma Surgery, Corresponding Member of the Russian Academy of Sciences Alexey Baindurashvili presented the program for the development of trauma and orthopedic care for children. The experts supported the idea of creating the International Association of Pediatric Traumatologists and Orthopedists of the CIS Member Nations.

Summarizing the results of the meeting, Yury Shcherbuk proposed to address the IPA CIS Permanent Commission on Social Policy and Human Rights in the next year with a proposal to include the Model Law on Health Protection of Industrial Workers in the CIS Member Nations in the Long-Term Plan of Model Law-Making in the Commonwealth of Independent States for 2023-2025.

The next meeting of the Board is scheduled for March-April 2024.
