Diabetes “Avicenna”

Within the framework of the statutory activities of the ECHD organizes scientific, analytical, informational, expert, methodological, consulting, legal, publishing, technological and educational work on the prevention and management of diabetes in CIS countries and other Russian-speaking countries for the period 2021-2030.

The key tools of the Program Diabetes “Avicenna” will be aimed at early diagnosis of diabetes, providing effective treatment for people with diabetes, monitoring the implementation of developed tools and changing the level of quality of care for patients with diabetes:

  • Introducing modern diagnostics and the latest medical technologies;
  • Ensuring access for patients with diabetes to high-quality insulins, means of their administration, tableted sugar-lowering drugs and means of self-control;
  • Improvement of methods for the prevention of diabetes;
  • Conducting health education among the population through the media on the prevention of diabetes and the prevention of its complications.

Action Plan

The approach to the preparation and implementation of this Program is based on the provisions of the UN General Assembly resolution dated December 20, 2006 No. 61/225 on the problem of diabetes, which contains an appeal to all countries on the need to create national programs for the prevention, treatment and prevention of diabetes mellitus and its complications, it is proposed to raise public awareness of the threat of diabetes and its complications.

  • Creation of expert councils on the provision of medical care to patients with diabetes within the framework of project offices in coordination centers in the CIS member states
  • Expert analysis of the organization of medical care for patients with diabetes mellitus
  • Analysis of international and national legal regulation in the field of medical care for patients with diabetes
  • Development of proposals for the harmonization of national legislation in the CIS member states in the field of medical care for patients with diabetes
  • Development of proposals for national legal systems to amend and supplement legislation in the field of medical care for patients with diabetes
  • Development of Methodological Recommendations for the CIS member states on assessing the quality of medical care for patients with diabetes
  • Development of draft terms of reference for the creation of a national system for assessing the quality of medical care for patients with diabetes (intradepartmental control)
  • Development of the draft terms of reference for the creation of a system of national assessment of the quality of medical care for patients with diabetes (non-departmental control)
  • Coordination of the stages of creating a system of national assessment of the quality of medical care for patients with diabetes
  • Creation of training courses (in directions) to assess the quality of medical care for patients with diabetes
  • Creation of postgraduate courses for specialists on the most problematic aspects of practical diabetology
  • Creation of a platform technology for assessing the quality of medical care for patients with diabetes in the CIS member states
  • Development of proposal for the creation of a national quality control system based on the validity of preliminary, clinical and final diagnoses in accordance with ICD 10 and ICD 11
  • Implementation of national quality control systems based on the validity of preliminary, clinical and final diagnoses in accordance with ICD 10 and ICD 11
