ECHD history

Since 2013, The Eurasian Cooperation for Clinical Guidelines and Public Health Development (ECHD) has been implementing a number of highly specialized projects in the field of improving public health management, creating clinical guidelines (CGs) in accordance with international requirements, educational modules on ICD-10 and ICD-11, implementation of IT solutions for healthcare and social sphere, as well as legislative analysis environment to improve the quality of medical care.

    International Conference "Bioethics and Evidence-Based Medicine"

    On December 1-3, 2020, Minsk hosted the International Conference "Bioethics and Evidence-Based Medicine", organized by ECHD with the support of the Intergovernmental Bioethics Committee of UNESCO, the Ministry of Health of the Republic of Belarus, the Ministry of Health of the Republic of Uzbekistan, the Ministry of Foreign Affairs of the Russian Federation, the Ministry of Foreign Affairs of the Republic of Belarus, the Ministry Foreign Affairs of the Republic of Uzbekistan. The Conference was attended by representatives of the medical community, international organizations, national government health authorities, international experts. The following decisions were made in the resolution of the conference:
    1. Create modern global international cooperation aimed at the creation of an evidence base on the benefits and risks associated with the use of medical interventions, with the consistent formation of these data through an evaluation of the burden of disease, preclinical, clinical and clinical-economic studies, systematic reviews, clinical guidelines in accordance with the requirements of the WHO.
    2. Within the framework of the UN Resolution of 23.11.2020 "Cooperation between the United Nations and the Commonwealth of Independent States", strengthen the interaction and coordination of ECHD with the specialized agencies of the United Nations (World Health Organization and UNESCO) in the fields of health, education, science, innovation.
    3. To create under ECHD the International Institute of Bioethics to promote, together with UNESCO, in the CIS member states, the principles proclaimed by the Universal Declaration on Bioethics and Human Rights (adopted by the resolution of the General Conference of UNESCO at the 18th plenary meeting on October 19, 2005).
    4. To contribute to the promotion, discussion, adoption and implementation of the World Health Organization Resolution "Integration and interaction in the development of guidelines for conducting research to improve public health" in the CIS member states.

    ECHD Meeting at the Healthcare Expert Council under the IPA CIS

    On October 22, 2020, ECHD organized an extraordinary meeting of the Expert Council on Healthcare under the IPA CIS:
    • Methodological recommendations on ensuring the biosafety of the CIS member states in the context of the COVID-19 pandemic and influenza;
    • The final version of the model law "On ensuring the rights of children to health care in the CIS member states"
    • The final version of the model law "On psychiatric care and guarantees of citizens' rights upon receipt"
    • Decision to start work on the development of a model law: "On insurance of professional liability of medical workers"

    Establishment of the ECHD Central Asian Coordination Center in Tashkent

    From March 11 to March 13, 2020 at the Republican Specialized Scientific and Practical Medical Center for Endocrinology named after V.I. academician Turakulov of the Ministry of Health of the Republic of Uzbekistan, a workshop was held on the establishment of the ECHD Central Asian Coordination Center in Tashkent. The ECHD Central Asian Coordination Center in Tashkent oversees project activities in the following countries: Republic of Kyrgyzstan, Republic of Tajikistan, Republic of Turkmenistan, Republic of Uzbekistan.

    International conference “The future of healthcare systems of the CIS members. Preclinical and clinical studies, clinical guidelines and assessment of the quality of medical care”

    In Moscow, from 26 to 28 February 2020, ECHD organized the International Conference “The Future of Healthcare Systems in CIS. Preclinical and clinical studies, clinical guidelines and assessment of the quality of medical care”. The final protocol of the conference includes the renewal of the organizational structure and the expert council of ECHD, as well as decisions were made to expand the geography of cooperation and develop partnerships with the following international organizations: UNESCO, WHO, IPA CIS, CIS Executive Committee, Guidelines International Network (GIN), Clinical Research Initiative for Global Health (CRIGH), European Clinical Research Infrastructure Network (ECRIN), Cochrane collaboration.

    Establishment of the ECHD Eastern European Coordination Center in Minsk

    On February 12, 2020, a working meeting was held at the Ministry of Health of the Republic of Belarus to agree on the establishment of the Eastern European Coordination Center ECHD in Minsk on the basis of the Belarusian Medical Academy of Postgraduate Education. The Eastern European Coordination Center ECHD in Minsk oversees project activities in the following countries: Republic of Azerbaijan, Republic of Armenia, Republic of Belarus, Republic of Kazakhstan, Republic of Moldova, Russian Federation.

    Public meeting of the ECHD Commission under the Expert Council of the CIS Interparliamentary Assembly

    On October 23, 2019, a public meeting of the ECHD commission under the Expert Council of the CIS Interparliamentary Assembly with experts from the CIS member states on diabetes was held in St. Petersburg. The resolution of the meeting is the approval of the plan for the integration of the ECHD Program on Diabetes "Avicenna" into the International Program on Diabetes of the CIS Member States for the period from 2021 to 2025.

    The final version of the model law on clinical guidelines

    On October 22, 2019, within the framework of the meeting of the Committee on Social Policy of the Interparliamentary Assembly of the CIS, the final version of the model law "On Clinical Recommendations in the Provision of Medical Care in the CIS Member States" was adopted. This model law was presented in 09 Parliaments of the CIS countries.

    International conference “Clinical guidelines: modern approaches to methodology of development and ways of its implementation. Adaptation of clinical guidelines in Russian-speaking countries "

    From 02 to 05 April 2019, the International Conference “Clinical guidelines: modern approaches to methodology of development and ways of its implementation. Adaptation of clinical guidelines in Russian-speaking countries”, organized by ECHD and the Russian Academy of Sciences with the support of the World Health Organization and Guidelines International Network.
    The result of the conference is an agreed and approved plan for the development and implementation of guidelines in the field of system analysis and clinical guidelines for the Russian Federation and other CIS countries.

    Expert Forum "Healthcare of Russia: organizational and economic characteristics and trends, strategic and tactical tasks for further development"

    On February 26, 2019, at the Analytical Center for the Government of the Russian Federation, ECHD organized the forum "Healthcare of Russia: organizational and economic characteristics and trends, strategic and tactical tasks for further development" as part of the initiative "Federal Congress - Priorities 2024". As a result of the forum, the Memorandum "Priority tasks for ensuring the health of the nation and the development of healthcare in Russia" was adopted. This Memorandum was adopted for use by 85 regions of the Russian Federation, as well as state legislative and executive authorities. The Memorandum has been translated into English and is highly appreciated and trusted by WHO specialists and the CIS countries.

    Participation in the working group under the Government of the Russian Federation on amendments to Federal Law-323 "On fundamental healthcare principles in the Russian Federation"

    ECHD presented a set of proposals for amending articles of FZ-323 "On fundamental healthcare principles in the Russian Federation "in terms of improving the quality level of the development and application of clinical guidelines.

    Cycle of closed-door meetings of the working group on the preparation of proposals under the Government of the Russian Federation

    With the participation of ECHD experts, it was decided to include the following text of particular importance in the Decree of the President of the Russian Federation dated May 7, 2018 No. 204 "On national goals and strategic objectives for the development of the Russian Federation until 2024: "The introduction of clinical guidelines and treatment protocols and their use in order to formulate tariffs for payment of medical care;"

    Second closed-door meeting of the ECHD Commission under the Expert Council of the CIS Interparliamentary Assembly

    ECHD presented a report on the analysis of the legislation of the CIS member states in the field of healthcare. A resolution was adopted to develop a model law on Clinical Guidelines for CIS countries.

    First closed-door meeting of the ECHD Commission under the Expert Council of the CIS Interparliamentary Assembly

    A decision was made to establish a regional GIN headquarters for the CIS countries for systemic analysis and development of clinical guidelines.

    Creation of a commission under the Healthcare Expert Council on Healthcare of the CIS Interparliamentary Assembly

    ECHD initiated the creation of a commission under the Expert Council on Healthcare of the CIS Interparliamentary Assembly to form national evidence bases in healthcare. ECHD approved a comprehensive action plan for 2020.

    International conference "Methodology for the development of clinical guidelines"

    In February 2016, in Moscow, ECHD, together with the Ministry of Health of the Russian Federation and leading experts from G-I-N, conducted an advanced training course on systemic analysis and the development of clinical guidelines for Russian experts in the field of health.

    12th GIN Conference

    Within the framework of the 12th GIN conference in Amsterdam, ECHD organized several of its own scientific sessions, at which opinions of international and national experts were collected on the urgent need to work in the field of introducing systems analysis tools and revising the entire ecosystem of decision-making in public health management.

    BIO 2015 Expert summit in US American College of Physicians

    In June 2015, in Philadelphia, ECHD hosted and hosted an expert meeting at the American College of Physicians as part of BIO 2015 in Philadelphia. The resolution of the meeting determined the development of specialized educational modules for specialized specialists and experts, as well as the rationale of the relationship between the need to increase the transparency and quality of clinical and preclinical studies, on the basis of which the CGs should be prepared.

    Russian-American Clinical Guideline Conference “Current Approaches to the Methodology and Methods of Implementation”

    In February 2015, in Moscow, ECHD, together with the Ministry of Health of the Russian Federation, organized an International Conference on the Development of Clinical Guidelines, at which it was determined that a new generation of clinical guidelines are the basic tool for making decisions on diagnosis, treatment and management of diseases, as well as rehabilitation of citizens.

    BIO summit in San Diego

    As part of the BIO summit in San Diego in 2014, ECHD organized and held a round table, where for the first time experts from several leading associations, institutions and government agencies of the United States and the Russian Federation gathered, and who began a dialogue on tools to improve the quality of decision-making in public health.
